I’m willing to guess. Working clockwise and starting at the boottom, we have a Wells Martian from War of the Worlds–that’s an easy one. The black maid I’m, gong to speculate is Mammy from Gone with the Wind. Above her is John Watson, using His famous companion’s magnifying glass. In the back, with the hat and wig–no clue. The man with the pointy mustache and evening clothes might be Captain Hastings, who assisted Hercule Poirot. And finally, the haunted looking guy holding the ornate lunchbox might be Stoker’s Renfield.

I’m thinking the French looking gentleman might be C.August Dupin, Poe’s detective, who preceded Holmes but wasn’t as popular. He’s also more of a contemporary of the 19th century characters.

(Okay, okay, I’m old enough to get the Cantinflas ref.) That said, I’m not sure I get the “rules” of this world — these are all secondary characters, supposedly, who don’t look anything like their media portrayals. But the Three Musketeers fail on both counts.
Also, you’re wrong about Lestrade — he DID get his own series of mysteries. (F’crying out loud, there have been mysteries starring Irene Adler, Mrs. Hudson (!), Prof. Moriarty, even one of Lestrade’s stand-ins — Gregson or something like that. I don’t know of any starring Wiggins of the Irregulars but it wouldn’t surprise me.)
